Permanent Parliament Marks 35 Years, Reflecting on Reforms and Larger Legislature

Published: 2025-09-13

Mongolia marks 35 years since establishing a permanent parliament, tracing its origins to the 1990 multiparty elections that reconstituted the People’s Great Khural and created the State Little Khural to steer the transition. The 1992 Constitution consolidated legislative power in the State Great Khural (Uikh), formalizing a continuous parliamentary system. A major shift followed the 2023 constitutional amendments, with the 9th parliamentary elections expanding the legislature to 126 members—intended to broaden representation, strengthen oversight, and modernize lawmaking. Leadership has outlined a forward agenda centered on a “Three Perfections Policy” to build a human-centered, clear, and comprehensive legal framework. These milestones signal continued institutional consolidation and an emphasis on pluralism and transparency in governance.

Prime Minister Meets Seniors’ Association, Signals Pension Rise and Targeted Support

Published: 2025-09-13

Prime Minister G. Zandanshatar met leaders of the Mongolian Seniors’ Association to discuss pension increases, loan relief, and housing support as fiscal pressures mount. The government plans a 6% pension raise in 2026 costing MNT 333.5 billion, lifting the average pension to about MNT 901,000, while exploring larger gains for low-income retirees to address disparities from uniform percentage hikes. Officials will form a multi-agency task force and draft a medium-term program on seniors’ welfare, with the 2026–2030 national development guidelines set for submission next month. The meeting referenced a revenue shortfall of MNT 3.3 trillion and rising social protection costs as the population ages—from 11.5% seniors in 2024 to a projected 19.8% by 2050—underscoring policy urgency.

Published: 2025-09-13

Parliament Speaker D. Amarbaysgalan declared his bid to lead the ruling Mongolian People’s Party (MPP), signaling a competitive leadership contest as the party readies key congresses. His announcement challenges expectations that Prime Minister G. Zandanshatar would assume the role, pointing to heightened intra-party tensions.

Health authorities reported three confirmed cases and one death from plague in vaccine-scarce Khuvsgul, with broader exposure risks across endemic regions. Procurement has stalled because available vaccines from Russia and Ukraine lack WHO prequalification and low batch sizes deter suppliers.

"No company bid for the 2025 plague vaccine tender… We will work to ensure stable supply, but even vaccines do not protect 100%." - Health Minister J. Chinburen (eagle.mn)

Separately, the government elevated the anti-narcotics unit to a standalone agency and retitled investigative divisions as it prepares broader legal changes, noting youth comprise over half of recent drug-related suspects. Australia’s Governor-General Samantha Mostyn paid a state visit, spotlighting cooperation on Oyu Tolgoi, climate programs for women, TVET training, and cultural exchanges.

Housing Price Index Climbs 15.9% Year-on-Year in August, New Builds Lead Gains

Published: 2025-09-13

Mongolia’s National Statistics Office reported the housing price index reached 1.33 in August 2025, up 15.9% year-on-year and 1.2% from July. New apartments outpaced the market, with prices rising 16.8% from a year earlier and 2.2% month-on-month, while existing units increased 15.6% year-on-year and 0.4% month-on-month. The sharper acceleration in new-build pricing suggests developers are passing through higher construction and financing costs more rapidly than the secondary market. For buyers and investors, the widening gap between new and older units may influence location and asset selection, while the steady monthly uptick points to persistent demand and limited supply. If sustained, these movements could pressure affordability and shape mortgage dynamics into Q4, with potential implications for urban planning and residential project pipelines.

Ulaanbaatar Cancels Car-Free Day; Roads Reopen at Noon as Rains Persist

Published: 2025-09-13

Ulaanbaatar authorities canceled the scheduled Car-Free Day due to continuous rainfall forecasts, reopening previously closed roads at 12:00. Odd-even license plate restrictions remain in effect, with odd-numbered vehicles permitted today. City-planned public activities on Sükhbaatar Square—including concerts, health screenings, and sports events—continue as scheduled. Odd-Even Traffic Restriction to End Tuesday; Weekly Plate Ban Resumes Wednesday

Published: 2025-09-13

Ulaanbaatar’s temporary odd-even license plate traffic restriction, imposed for 20 days starting August 27 to ease congestion, will conclude on Tuesday. From Wednesday, authorities will reinstate the prior system that limits each vehicle one day per week based on license plate numbers. The shift signals a return to routine traffic management after an intensified short-term measure during peak summer congestion. For commuters and businesses, Wednesday marks the reintroduction of predictable weekly driving schedules rather than alternating daily access. No extensions or modifications were announced alongside the transition, suggesting officials view the temporary curb as complete. The weekly scheme has been a longstanding tool to reduce traffic volumes without the stricter day-to-day alternation. International travelers and operators should adjust logistics back to the weekly restriction pattern starting midweek.

General education schools, kindergartens, the Polytechnic College, cultural events, conferences, trainings, public gatherings, entertainment venues, extracurricular clubs, sports halls, billiard rooms, and PC game centers will operate as normal. The move follows plague-control measures that saw 113 people isolated for treatment and monitoring; 35 remain under observation. Ulaanbaatar Outlines 2025 Plan to Curb Air Pollution with Gas, Electric Heating and Cleaner Fuels

Published: 2025-09-13

"In 2025, we approved the revised regulation for Air Quality Improvement Zones. We will reduce pollution from households in the green and yellow zones, phasing down solid fuel use and introducing gas and electric heating." - B. Ugtakhbayar, Head of Inspection, Ulaanbaatar Air and Environmental Pollution Control Agency (montsame.mn)

Ulaanbaatar’s Air and Environmental Pollution Control Agency detailed a 2025 program to cut household emissions by transitioning away from solid fuels in designated green (around 103,000 households) and yellow (around 67,000 households) zones. This year, 5,000 households across five khoroos in Chingeltei and Bayangol districts are switching to gas, with phased insulation support after surveys found high heat loss in 77% of ger households and 79% of houses. The city will pilot Mongolian-engineered gas heating and introduce semi-coke briquettes, which officials say emit far less sulfur dioxide, nitrogen oxides, carbon monoxide, and particulates than current briquettes, potentially lowering pollution by over 40%.

"It took a decade to introduce comprehensive anti-aging management in Mongolia." - B. Desi, founder, Le Beautique Clinic (urug.mn)

Le Beautique Clinic’s founder B. Desi says Mongolia’s aesthetic dermatology market has reached international standards over the past decade, with a shift from short-term beauty fixes to long-horizon, research-based care. The clinic adopted European standards to emphasize outcome accountability and 360-degree skin health—from scalp to body—prioritizing non-surgical interventions. Desi notes pricing remains far below Western European levels and that past currency volatility and taxes forced recent adjustments after eight years of stable fees. Le Beautique has partnered with suppliers in Spain, Sweden, Italy, Ukraine, France, Turkey, and Japan, introducing stem-cell treatments and developing 20+ Le Muni products with a Milan lab. The firm plans scholarships, job placements, updated textbooks for students, and November trainings with international physicians to bolster local skills and reduce outbound medical spending.
